I replaced my phone with a new phone. I have the same number as the old phone and same carrier.
i tried to transfer the app to my new phone, I put in the google play order number. and my phone number (machine number) that was the only 2 items required and it will not transfer.  I have my google play receipt with the order number and purchase date on it.

I need to know what else I can do to transfer the app.

I guess you input a wrong order number, so it failed.
Please try again. If you input the order number correctly, it will surely work.
