I use Boldbeast Nokia Call Recorder 3.20 (Basic Edition) my Nokia 700 it is beeping
and both parties can hear it.

I can confirm it. I have nokia n8 with custom firmware 111.040.0704, and I can hear the beeping
The firmware 111.040.0704 is a "leaked" Pro Edition, as usual there are many bugs in it. When the final firmware version is released we'll test it.
Currently all Belle phones with the official firmware have no beeps.
Yes 111.040.0704 its leaked, but as Dim said the official firmware for Nokia 700 and 603 112.010.1404 also has this issiue

Our developers are researching to see what have been changed by Nokia in the newest firmware.

Nokia has changed the "Audio Policy" in the latest Belle FP1 firmware, we have not found the solution to directly suppress beeps in Boldbeast Recorder yet.
Currently the only way to 100% remove beeps on Belle FP1 devices (Nokia 808 PureView, 603, 701, 700):
